Information on Vanity License Plate Issuance
1. Only one (1) VLP allowed per motor vehicle (MV), you may choose either PREMIUM or SELECT EDITION.
2. The VLP shall be issued to the MV owner & shall belong to the owner with the effective period for life, unless revoked by LTO due to violations &
non-compliance to mandatory MV laws.

3. Vanity License Plate (VLP) & Commemorative License Plate (CLP) cannot be used simultaneously on the same MV.
4. If a VLP is desired to be issued to a MV already using a CLP, then authority to use the CLP shall be deemed cancelled & such Commemorative License Plate must be removed

Use of VLP shall only be allowed on private MV already issued a regular LTO license plate.
The VLP shall be installed at the space alloted for the rear license plate of the MV. Issuance of more than one (1) VLP shall not be allowed on a single motor vehicle.
It is strictly prohibited to attach the VLP on the space alloted for the front license plate of motor vehicle.
The regular front LTO license plate must be attached at all times to the space alloted for the front license plate of MV.
It is prohibited to transfer the VLP to other MV not authorized by LTO & shall be considered as illegal transfer & unauthorized use subject to confiscation & payment of fines.

A motorist may apply for the vanity license plate in any of the authorized
LTO Regional/District Office or at the Central Office, East Avenue,
Quezon City or through the LTO web page, www.lto.gov.ph, with payment
therefore to be paid to the LTO office which processed the order for VLP,
and an official receipt shall be issued for that purpose.

However, as an option, a motorist may apply with LTO for the reservation
of a specified Premium or Select VLP which shall be valid for thirty (30)
days. A non-refundable reservation fee of One Thousand Pesos (Php
1,000.00) per VLP, which fee shall form part of the total cost, shall be paid
by the motorist exercising this option.

The auction of VLP “Limited Edition” shall be through the VLP On-line
Auction System (VOAS) which is an electronic internet-based system in
line with RA 8792, known as “E-Commerce Act”, directing government
agencies to deploy IT-based facilities in the conduct of their modernization
programs.

4.6

Upon notice to the VLP Committee that a particular VLP has been ordered
with proof of payment therefore, the requested VLP shall be ordered for
production by the VLP Contractor and thereafter the VLP shall be directly
delivered to the concerned motor vehicle owner through the designated
LTO courier.

SUBJECT:

Implementing Guidelines for the IRR Governing the Issuance
of Optional Motor Vehicle Plates Bearing Preferred
Inscriptions Otherwise known as “Vanity License Plates”

Pursuant to Presidential Memorandum Order No. 65 dated 20 June 2002 “Authorizing
the Department of Transportation and Communications (DOTC), through Land
Transportation Office (LTO), to issue optional motor vehicle plates bearing preferred
inscriptions,” and the Joint DOTC-DOF-DBM Implementing Rules and Regulations
(IRR) dated 26 April 2004, the following guidelines and procedures are hereby
promulgated for the guidance and compliance of all concerned in the execution of the
“Vanity License Plates (VLP) Program”.
Section 1. Definition of Terms

Vanity License Plates (VLP) – refers to the optional motor vehicle
plates having preferred inscriptions for the purpose of establishing
personalized identity of the motor vehicle to the registered owner.
Motor Vehicle Plate Title – refers to the VLP title of ownership,
which shall be issued together with the VLP.
VLP Validation Sticker – refers to the inside windshield security
sticker, for proper motor vehicle identification.
LTO License Plate – refers to the regular motor vehicle license
plates issued by LTO bearing the standard alphanumeric characters
in accordance with BP 43 & 74.
VLP On-Line Auction System (VOAS) – is an electronic internetbased system for conducting on-line public auctions only for
“LIMITED EDITION” vanity license plate.

Section 5. Installation and Renewal of VLP

The one-piece vanity license plate shall only be issued to the owner
of the duly registered motor vehicle and shall be installed at the
space allotted for the rear license plate of the motor vehicle.
Issuance of more than one (1) vanity license plate shall not be
allowed on a single motor vehicle.

A one-piece VLP validation sticker containing the same characters
as vanity license plate shall be installed at the upper right hand
corner of the inside rear windshield of the motor vehicle.

The owner together with the annual renewal registration of the motor
vehicle shall pay an annual renewal fee of the VLP. Likewise, the
transfer fee shall be collected whenever the VLP is transferred from
the original owner to a transferee or his beneficiary.

All other provisions of the VLR IRR as well as all related existing LTO
rules and regulations are hereby incorporated by reference as integral
parts hereof.

Section 4. Categories and Acquisition of Vanity License Plate.
4.1

The program shall have three (3) categories or classes of vanity license
plates which shall dictate the level of personalization according to the type
of alphanumeric combination being applied for:

Limited Edition – category can be acquired through public auction
and has a floor price of Fifty Thousand Pesos (Php 50,000.00).
This category consists of minimum of four (4) and maximum of six
(6) characters. All identical numeric or all identical alpha characters
will be allowed and no combinations of alpha numeric permitted.
Reference of the VLP catalog or to the website of the LTO. The
floor price includes the handling cost by a designated LTO courier.

Select Edition – category consists of alpha numeric or alpha
character combination such as name, slogan, initial and other
combination not in conflict with Limited Edition and Premium
categories and minimum of three (3) or a maximum of six (6) of
numeric-alpha character. The price is Ten Thousand Pesos (Php
10,000.00) inclusive of the handling cost by a designated LTO
courier.

Premium Edition – category consists of 6 (six) characters of 3numeric and 3-alpha. Alpha characters shall be A-Z or a total of 26
letters and numeric starts from 001 to 999. A combination of
numeric-alpha has a price of Fifteen Thousand Pesos (Php
15,000.00) which included the handling cost by a designated LTO
courier.

In line with Section VIII (2) of the IRR, preferred inscriptions involving the
contents and/or meaning of character combinations forming into words,
such that a character combination which is offensive to religion or referring
to sexual orientation, disability status, political affiliation, or any similar and
like manner shall be prohibited. Also prohibited is the use of business
names and style of other persons, including those words listed in

All memoranda circulars and orders in conflict herewith are deemed
superseded and or repealed accordingly.
Section 8. Effectivity
This memo circular shall take effect immediately after compliance with the
requirements on publication of the VLP IRR and the fling of three (3)
copies thereof with the UP Law Center.
